Bill S2471 was introduced in NJ on 2/27/06, authorizing $150MM to fund a Stem Cell Institute in New Brunswick and another $50MM for biomedical research facilities in Camden.
According to NJRTL, under a 2003 NJ law, egregious human rights abuses will be permitted in these facilities (including the cloning and killing of human beings through the embryo, fetal, and newborn stages). The bill authorizes cloning through "somatic cell nuclear transplantation," the same process used to clone Dolly the Sheep. Although the bill purports to ban fetal trafficking, it allows "reasonable payment" for the "removal, processing, disposal, preservation, quality control, storage, transplantation, or implantation of embryonic or cadaveric fetal tissue."
