The U.S. House of Representatives voted to lift the Mexico City Policy (MCP) on 6/21/07. The intent of the MCP is to pressure organizations to drop abortion services.
Established by Pres. Reagan in 1984 at a population conference in Mexico City, the MCP prevents federal funding of organizations that perform abortions. Pres. Clinton rescinded the policy, but Pres. Bush reinstated it in 2001 stating, "It is my conviction that taxpayer funds should not be used to pay for abortions or advocate or actively promote abortion, either here or abroad. It is therefore my belief that the Mexico City Policy should be restored.“
Pres. Bush vowed he will veto any legislation intended to weaken federal policies or laws on abortion, including any proposal that would "allow taxpayer dollars to be used for the destruction of human life.“ House Republicans say they have enough votes to uphold a veto. The legislation is expected to have a more difficult time passing the Senate, where the Democrat majority holds control by only one seat.
